I think this is an attempt to "own the word".

Back in the 1980's, if you called somebody "gay" or "queer", it was an insult. Now those are just part of the LGBTQ+ stuff. They are no longer insults.

Various people have tried to own the word "nigger" - in one case a black man tried to have his last name changed to "Nigger" but the courts wouldn't allow it - I believe this was in the 1970s. The only reason the word is so insulting, is because it's not allowed to be used into common speech - that's what gives it power. Make it part of everyday speech, and the barbs fall off.
