The US gov budget deficit is $1.09 trillion deficit in 2019.
So $5 trillions for 10 yrs (500 billions a year) mostly targeting the richest, and without new spendings, would be the conservative thing to do.
The first step is obvious. Remove the failed Bush and Trump tax cuts that have resulted in huge deficits, threaten our national security, and have resulted in a sluggish economy for 20 years.

That won’t work. They’ll find ways to not pay. It’ll shrink private sector at best.
They’ll never cut spending either. Too many stretched out hands there.
I’m cynical, but I’m sure spending will only stop when they can’t print money anymore.

here it is as a percentage of GDP. Entitlement spending is the main driver.
