I don't see how that person was a thug. He was just running, wasn't acting aggressive, didn't appear to be wanting to strike or attack anybody.

In this video, for all I know, he was in an airport trying to catch a plane. From what I've seen this was an assault against an innocent man from an over-protective body-guard that should be put in prison for battery.

It looks like there may have been a rather large hole in the ground that the tire hit. There is a shadow at least.
