Regulatory Capture is where over time, government regulatory agencies tend to evolve from actively policing their assigned areas into actively promoting an allying with the corporations those agencies are supposed to be watching. Especially happens when there is revolving door employment between working for the agency and working for the corporation.
I think the CDC is run to maximize profits for Big Pharma now.
