This is a great idea, one could easily buy a bunch of bikes at goodwill with this and distribute them in choice hoods.

In the us this would somehow get called a race crime. "Racially motivated sexual violence. No reasonable dindu would have expected to be penetrated. They were just trying to help the owner by moving the bike to safety, where no thieves would take it."
