No, it does not. Because Electors are chosen via a method of the State Legislature's choosing, not voters (even if that method of choosing punts it to voters). And no contract law is involved here anyway.

We now have dueling opinions floating around in the public square over whether Arizona will be able to decertify its electors after fraud is definitively proven in the forensic audit report. Every media talking head says it can’t happen. The Supreme Court seems to disagree with that opinion in Chiafalo v. Washington. The states have broad, plenary power under the Constitution, specifically in the Ninth and Tenth Amendments, over how they handle their electors.
Here’s another important legal phrase you may have seen tossed around quite a bit the past few months: “Fraud vitiates everything it touches.”
“Vitiates” means to legally destroy something, or to render it null and void. This long-established legal phrase and principle has been used in more than 3,500 court judgments since the 1800s. It means that if fraud is used to perpetuate anything, that thing becomes moot, null, void, unenforceable under the law. If you sign a contract with another party, and that party has committed fraud when entering into the agreement, no court will enforce that contract against you if your try to back out of it.

The president of the Public Interest Legal Foundation (PILF) told Breitbart News Washington political editor Matt Boyle on Sirius XM’s Breitbart News Saturday that 15 million mail ballots were unaccounted for in the 2020 presidential election.
“This is the worst way to run an election, what they did in 2020,” J. Christian Adams, president of PILF, told host Boyle in an interview: “The Election Assistance Commission, which is a federal agency … puts out a report every two years. … One of the things it has … is the number of mail ballots that were sent out, the number of mail ballots that came back, and the number of mail ballots that were straight-up rejected, meaning the election officials said there was a defect.”
“This is not data that we are speculating about,” he added. “This is federal data, and that’s where we get the 15 million number. Fifteen million ballots were sent in the mail last year that never ever came back and were counted” (emphasis added).
Adams said that “some of them, we don’t know where they are, they’re just gone. That tells you the system broke down. That tells you that probably ballots came back that were counted for the wrong people. The whole thing is a mess. It can’t be repeated again. And that’s the problem with mail balloting. We’re giving the idiots at the post office control over our government.”

43,000 Absentee Ballot Votes Counted in DeKalb County, Georgia 2020 Election Violated Chain of Custody Rule

43,907 of the 61,731 absentee ballots deposited in drop boxes in the November 2020 presidential election in DeKalb County, Georgia - 72 percent - were counted in official tallies certified by the county and the state, despite violating chain of custody requirements set forward in Georgia Emergency Rule 183-1-14-1.8-.14 promulgated by the Georgia State Election Board at its July 1, 2020, meeting.
CALIFORNIA (June 16, 2021) – The Non-Partisan Election Integrity Project® California and 13 congressional candidates intend to take their fight for fair and honest elections in California to the Ninth Circuit Court of Appeals.
The plaintiffs in EIPCa, et al. v. Weber, et al. (Central District of California Case No. 2:21-cv-32-AB-MAA) are challenging laws, regulations and election practices that have undermined California election integrity, creating an environment ripe for irregularities. The plaintiffs filed the lawsuit after Election Integrity Project® California collected over 700 sworn affidavits from trained citizen observers which described various irregularities during the fall 2020 general election in California. The complaint also examines how California laws like ballot harvesting, and last-minute changes like privileging vote-by-mail voting over in-person voting, disadvantaged minority groups.
On June 15, 2021, the federal trial court granted defendants’ motions to dismiss the case without ruling on the facts, paving the way for plaintiffs’ appeal to the Ninth Circuit. “This is a potentially groundbreaking case that challenges the blatantly unconstitutional election practices taking place in California and increasingly, in other parts of the country” said Linda Paine, President of Election Integrity Project® California. “Unlike other recent election cases, it is forward looking, seeking to create a fair, honest and transparent election process for all future elections.” Plaintiffs intend to file the notice of appeal within several weeks.

DETROIT, MI—In an event Democrats can only describe as miraculous, a ballot counter has turned an offering of only 5 humble ballots into 5,000 votes for Biden. Poll workers and Biden voters are celebrating the miracle which could put Biden over the top in their state.
According to witnesses, a little boy brought 5 absentee ballots into the counting center in the early morning hours after Election Day. Within a few hours, those 5 votes had turned into 5,000. Sources say that Democrat disciples even filled 12 baskets with the leftover ballots.
"It's a miracle," said one election supervisor. "This is irrefutable evidence that God wants Biden to win!"
Officials confirmed this morning that thousands and thousands of additional Biden votes are pouring in from miraculous places. An entire pallet of votes was discovered under a bridge, and thousands more were discovered in an abandoned warehouse.
Further evidence suggests even the elderly have been divinely moved to vote for Biden after it was found that the entire population of every nursing home in the state had voted for the Democrat candidate.
So far, 273% of the state's eligible voters have voted in the election in what appears to be yet another miracle.
Democrats everywhere have declared that their faith in dedicated ballot counters has been restored by this divine event.
Undeliverable Mail-in Ballots in Georgia Were Double the Official Margin of Victory, Report Says

Ballot harvesting is the collection of absentee ballots for delivery to election officials. It’s illegal in 23 states because it’s ripe for abuse and fraud...
Sending ballots addressed to ineligible voters that can be stolen, forged or misused is a recipe for disaster and undermines confidence in the outcome. The federal US Election Assistance Commission reports that in 2020 almost 15 million mail-in ballots weren’t returned as voted, were undeliverable or were otherwise ‘unable to be traced’. The Public Interest Legal Foundation concludes ‘unknown ballots are the greatest blind spot in the American electoral system’.
That may explain why Canada has such different rules. California doesn’t require a voter to produce ID. Canada requires its voters present some government-issued ID or at least two pieces of ID with their name and full address. Those who lack any can still vote, but only if someone who knows them and is assigned to their polling station vouches for them.
For mail-in voting, Canadians must request ‘a special ballot and produce proof of identity, either by applying online and sending a digital scan of documents, or by mail with photographs of identification’.
Sally Pipes, a Canadian who heads California’s Pacific Research Institute, told me: ‘Canada’s rules are much more secure. We need them rather than the anything-goes balloting of Wild West California.’

The Significance of the 1% Tally
A large segment of the voting population has expressed mild to serious concern and mistrust with respect to county voting systems, in particular voting machines and tabulators.
Even if voters consider all the methods of voting at their disposal, do their homework and weigh the advantages against the risks for each, and vote in the most educated and responsible way possible given their choices, there still is the specter of the QR codes for some, and the potentially hackable or algorithm-susceptible tabulators.
Voters are left asking themselves, “How do I know my vote counted?” or “How do I know the vote count was not hijacked by insecure systems?” or, worst of all, “Why should I even bother to vote at all?”
Their mistrust of the system is justified by the failure and refusal of some elections officials to be transparent and forthcoming to show skeptical voters why they should trust.
Fortunately, there is a legal mandate that forces elections offices to administer at least one level of public accountability, designed to test the reliability of the machine count.
It is called the 1% tally.
According to Election Code 15360:
“During the official canvass [tallying of votes] of every election in which a voting system is used, the official conducting the election shall conduct a public manual tally of the ballots tabulated by those devices, including vote by mail ballots…”
There are several options of how this is done, but basically it is a “public manual tally of the ballots, including vote by mail ballots, cast in 1 percent of the precincts chosen at random by the elections official.”
The purpose of the 1% tally:
The tally includes poll votes, vote by mail and provisional ballots.
The ballots from at least 1% of the precincts in the county are counted by hand.
The precincts are chosen completely at random.
The hand-count totals are compared with the machine count totals of the same batch of ballots.
If the results match, there is at least some reassurance that the results produced by the tabulators can be presumed to be accurate. While the procedure does not address all areas of suspicion associated with California’s very chaotic election process, it should alleviate QR code and tabulator concerns. But only if it, too, is under the surveillance of public scrutiny.
The 1% tally is happening NOW, in every county near and dear to you. Though some counties may have completed the process by now, many have not completed it, nor even begun. What better time for an Action Item?
Notice that this procedure is “public”, an opportunity for ALL citizens interested in accountability and wary of the tabulators to watch this minimal but highly telling recount.
If you have your doubts about the election system machines, now is the time to either allay or confirm them through the simple action of going to your county elections office and watching the 1% tally.
With respect to the recent Gubernatorial recall election, initial reports from EIPCa observers of the 1% tally in some counties are raising a few eyebrows.
For example, in one county that is trending approximately 60% - 40% in favor of “NO” on the tabulated recall election results, the hand count appears to be trending between 70% and 80% in favor of the “YES” side.
While this may ultimately amount to nothing - perhaps a precinct with particular uni-partisan makeup that will be balanced in the long run - these initial observations underscore the significance and importance of public oversight of this process so that it does not become one more thing that can be explained away and swept under the rug.
Citizens can and should Observe the 1% Tally
As we noted in our previous article, mistrust of the system leads directly to VOTER SUPPRESSION. And voter suppression leads to the DEATH of the Republic.
If we are not willing to devote in a small commitment of time and effort to be part of the solution, then we have very little standing to grumble, complain, criticize or deny.
Neither do we have any credibility to scoff at or revile the doubters without putting their concerns to the test.
Now is the time. Take a day or at least a few hours and be part of the rare privilege of self-governance.
