unless three-letter agencies have co-opted the government too much, which might have already happened.

We need to shut down all of the Agencies, and convert some into Federal Marshalls, not all of them but some, send the rest home.
And then those Federal Marshalls, will be bound by their sworn duty to go after and arrest criminals in divisions they are assigned.
If they just look away, then they would be locked up.
These Marshalls would also be responsible for investigating and locking up crooked Congressmen and Senators.

They'll just get bought up like the politicians. I do not believe there is an answer for a country that has turned away from what the US has.

There would only be one top brass and only one agency a man like Trump would have to clean up.
All of the Alphabet agencies overlap in Scope, and cleaning up just the FBI, would leave 100's executives in other agencies that would be just as dangerous. Shit, they would just bring in the people fired from another agency.

There's only one reason we have so many agencies and why new ones are created. And that is to hide a new way of political crimes. It's why Bush created DHS.
