This was actually before the Patriot Act. Look at the mandatory minimums set for drug offenses in the 80's. The War on Us, was when plea-deals, and violations of the 4th and 5th amendments really took off.
How much power do you think they have? They have infinite extortion power. All they need to do is find something in your past to blackmail you, and if they can't find anything on you, they can find something on your boss, or wife, or kid..

Reagan also made some of the first unconstitutional abridgments of the Posse Comitatus Act in order to fly AWACs planes in the War (on some) Drug. The destruction of our freedoms has been a long bi-partisan effort
previous executive orders don’t matter. Only current presidents orders matter, they aren’t law.
