Of course they knew. They knew from the very start that there was no way that any vaccine was going to be able to attain "zero covid". It's due to the nature of coronaviruses which any virologist would know. They always knew the best they could get was what we see with the flu vaccine. That is:

1. No actual immunity. Can still infect, transmit
2. Reduced symptoms.
3. Quickly waning efficacy of #2.
4. Frequent modifications of the "vaccine" to keep up with the rapid variations that occur.
5. Animal reservoir means the virus can pass back and forth between people and animal kingdom over and over.

They lied. They flat out lied to the people in order to instil the hope, the ONLY hope, that the "vaccine" would be the savior. Clowns like Trudeau openly bragging about how he's secured over a hundred million "boosters" for the next three years should have also cemented this fact into people's heads.

Being confronted with the reality that doesn't match those lies, the people still haven't clued in. They have had their brains warped into believing that boosters were always part of the plan despite claiming that was a conspiracy theory when people mentioned it last year.

This type of mass idiocy is why I have no hope for mankind's near-term prospects.
