I've posted this before. This is what we do in IL. I know the entire district well enough to understand what is going on. Most people don't know or don't care. You bring it to their attention they're like, "yeah, that's bad" and then take Timmy to baseball and don't care anymore. If that map isn't the textbook definition of gerrymandering then maybe there needs to be a new term? House Reps last name is Garcia. So even without knowing Chicago, you know what's up.
Districts should be boxes based on population. The only places it should jump around are state borders if not a box like UT or CO. I don't want representatives that get elected because it's easy and easy to stay elected. What incentive do they have to represent everyone?
