Stolen, mislocated, mis-appropriated, etc. Using the $$ to develop hypersonic shit (or just cartoons to show hypersonic shit) has a much greater "wow" factor than to change manufacturing processes. Plus, military is a huge bureaucracy which may miss stupidly obvious things until it's collective face is rubbed right into it.

This is a very good example of what Conservatives are up against. Conservatives have always been fairly diverse, unlike the picture the leftoids deliberately paint of them.
