My take is that the CIA/government knew about the planned attack (similar to how the government knew about the planned attack on Pearl Harbor prior to December 7, 1941). Perhaps the powers that be even put explosives in place at the target sites (just like in OKC) to make the damage greater, but the suicide bombers were real Muslims, recruited by Islamic radicals, and allowed into our country through combinations of incompetence and deliberate facilitating of terrorism. There's no reason that the Muslims even KNOW they've been recruited by the CIA. To be part of a conspiracy, you don't need to know you're part of a conspiracy. A common example is that some mentally ill guy gets recruited by the FIB to do some terrorist attack, not realizing he will be "captured" before it happens, and will be used to continue to justify the Patriot Act, the FIB, etc - all the things they were trying to retaliate against.
