I don't understand the OP's thread as I don't ship weapons. Someone WILL insure the ships, so I'm not buying this double agent shit. People lie all the time about their past.
I've had to major insurance claims that saved or actually put money back in my pocket. One was a $7k Disney vacation (dumb I know). The other our Sequoia which ended up being $18k of equity. Not counting life insurance, because I'd be dead and cannot use it, but those claims have almost covered all my premiums over 2 decades. I didn't pay health insurance when I was W-2.
We also don't travel without out getting a policy for each trip, unless it's camping or simple like that. Not to cover the cost of the trip generally as we don't pay for flights. Even in the safest of countries shit can go south. Can't remember the terms, but always get something with additional medical insurance for international as US health insurance likely won't pay AND I usually do $500k-1M for getting you back to the states in a medical emergency. It's not all about covering the cost of flights, hotels and luggage.
If you're in say Aruba and have a stroke, aneurysm, heart attack, etc... things that can happen to even the healthiest people, you're going to want that protection or have debt collectors crawling up your ass. A medical flight from Aruba to say Miami is going to cost 6 figures easy. They're not loading you on that plane without knowing you have the $$$. That's why solo international travel would scare the shit out of me if you become incapacitated and don't have policy info on you.

What we ended up with, a concerned spouse can't get information from the Doctor but every drug manufacturer knows their condition. They also placed a heavy burden of medical billing that 90% of the practices could not afford to become compliant with. So they either merged with a Conglomerate or retired.
Some call that capitalism, well actual the evil vile commies that rigged it that way, calls it capitalism. They also rile against real capitalism and free markets.
Putin seems like the sorta guy, that wont allow that, that's why NATO and WHO want his ass gone.

There is another very serious dimension to insurance that is a matter of life and death for hundreds of thousands or millions of people. Russia never developed a truly viable insurance industry. In the days when it was the Soviet Union when things like armaments were sold to other countries; they had to go to Western insurance brokers to get insurance coverage to cover the ships and weapons being transported to customers worldwide. I was friends for many years with a shadowy character named Philip M. Wilson. His family was Russian Jews. Somehow, they fled the Soviet Union and arrived in Saint Louis, Missouri. The family name was changed to Wilson. Phil became an international insurance broker. Soviet officials used him to insure arms shipments. Phil was a double agent. He reported all his Soviet Union insurance policies to the CIA.
The European Union and England have decided to no longer insure tankers carrying Russian oil. Wheat will follow. (Russia produces 25% of the world's wheat.) No ship moves without insurance. China could step in and provide insurance. They will not because of fear of sanctions. Russia is also going to block the export of Ukrainian grain shipments. 12% of the world's grain production will be lost.
Oil prices are going to go up. Wheat prices will go up. We, affluent Westerners, will feel discomfort with higher food prices. Starvation will take place in other parts of the world. It is not a happy scenario.
