DARPA’s track record has already come under scrutiny.
In 2012, the agency partnered with Moderna to explore mRNA “vaccine” technology.
Four years later, Moderna filed a patent for a spike protein sequence, one that scientists would later find identical to a portion of the COVID-19 virus.
“There’s a 1 in 3 trillion chance that was a coincidence,” Fleetwood claimed, citing peer-reviewed analysis and patent filings.
The upcoming 2025 scenario laid out in the biodefense simulation includes nationwide distribution of needle-free “vaccines” in the aftermath of a hypothetical aerosolized bioterror attack.
According to official materials, these “vaccines” are not traditional; they’re designed to interact with hydrogel-based technologies, capable of monitoring internal biological processes.
Critics of the plan argue the real concern is not the fictional pathogen, but the government’s very real blueprint for population surveillance and control during health crises.
“This isn’t about preparedness,” Fleetwood warned.
“It’s about technocratic overreach, where your health, location, and even DNA are used as data points.” ...
From Operation LAC to Operation Sea Spray, Fleetwood detailed how U.S. officials previously released live pathogens over major American cities without public consent to study transmission.
These Cold War-era experiments resulted in illnesses and deaths, yet the truth was quietly buried under national security pretexts.
Former NIH geneticist and Human Genome Project researcher, Dr. Dan Wattendorf, had one thing in mind.
When he came to DARPA in 2010, they were lacking. They didn’t have the ability or capacity to industrialize novel gene-based products. They couldn’t do it rapidly, they couldn’t do it efficiently, and they certainly couldn’t do it on the scale needed in the case of an emergency pandemic.
So Dr. Dan took action.
He founded Autonomous Diagnostics to Enable Prevention and Therapeutics (ADEPT) in order to “develop platform technologies that can be deployed safely and rapidly to provide the U.S. population with near-immediate protection against emerging infectious diseases and engineered biological weapons, even in cases when the pathogen or infectious agent is unknown.”
The central focus of these technologies? None other than “lipid-based mRNA delivery systems.”
And DARPA, predictably, wanted more of it. A lot more of it. ...
By March of 2019, Moderna had completed a phase 1 trial using mRNA for a chikungunya mosquito-borne virus.
And by the end of 2019 and early 2020, as the monolithic media frenetically called for a life-saving coronavirus injection, the Defense Advanced Research Projects Agency was the “proven vaccine platform to turn to” ...
Overall, between BARDA, the DoD, and additional funding sources, the U.S. government invested ~ $32 billion directly into the development, production, and purchasing of “mRNA” injections, making the United States the global leader in development and distribution.
And the results speak for themselves…
Study: 17 MILLION DEAD from the mRNA Injections Worldwide
Dr. Anthony Fauci also spoke for himself when he almost psychically predicted that the Trump administration would face a novel pandemic.
His prediction came in 2017, and similar to Bill Gates, he almost appeared to take pleasure in saying it. ...
But regardless, there were at least some who tried to warn us. Not just warn us early on as COVID hit the public consciousness and the world lost its marbles - no, I’m talking about people seemingly on the ‘inside,’ anonymous people.
People who seemed to know exactly what was coming…
... They also had the cure, thanks in large part to the Biological Technologies Office, where the father of the ADEPT program, Dr. Dan Wattendorf, first arrived at DARPA some 15 years ago ...
Millions were killed, and millions more will suffer and die as a result.
As for Dr. Dan, who helped pave the way for mass deployment of “mRNA” and scalable nanotech?
Looks like he’s found a cozy new home right where he belongs…
COVID-19 wasn’t a public health crisis—it was the perfect Trojan horse. Under Operation Warp Speed, health policy and military logistics were merged. Vaccine rollout became a national security matter, enabling Palantir—the CIA’s favorite surveillance contractor—to launch its “Tiberius” platform, tracking not just doses, but population behavior and sentiment.
Once that infrastructure was in place, it expanded fast:
From vaccines to mental health monitoring
From pandemic modeling to AI-driven risk scoring
From contact tracing to compliance forecasting ...
In April 2025, Congress passed what insiders cynically dubbed the “Big Beautiful Bill”—a sweeping legislative package to “secure U.S. leadership in artificial intelligence.” Buried in its 1,200 pages was a quiet clause: any federal AI development tied to national defense, public health, or infrastructure modernization would be shielded from FOIA requests, Congressional budget obstruction, and legal liability for a full ten years. That’s not oversight. That’s legal invisibility. This bill ensures that the very people now crafting bio-integrated surveillance models from inside the military—Bosworth, Sankar, Weil, McGrew—can operate with total immunity and zero transparency until at least 2035.
In this interview, Dr. Rima Laibow claims the U.S. defense apparatus, global health orgs, and compliant doctors executed a coordinated bioweapon program under the banner of "public health."
In this report, I break down the key claims—and why they matter:
2009 prediction: On Conspiracy Theory with Jesse Ventura, Laibow warned of “compulsory vaccination” tied to a coming pandemic—ten years before COVID.
Eugenics frame: She says elites have long pursued depopulation through “public health,” tracing it to Rockefeller-era eugenics.
Defense lead, not health: Laibow argues HHS/CDC were cover while DoD/DARPA directed the operation, citing undisclosed “nanoparticulates” added under defense contracts.
DARPA–Moderna timeline: We discuss DARPA’s 2012 RNA program with Moderna and a patented spike sequence later reported to match the pandemic strain—with “1 in 3 trillion” odds of appearing naturally (per 2022 Frontiers in Virology discussion).
“Not contamination”: She contends SV40 in the jabs was inclusion by design, warning of tumor-promoting risk if plasmids integrate into human DNA.
Mind before needle: “The worst part is the mental slave state”—conditioning the public to accept an untested, novel injection.
Doctors’ culpability: She calls continued jab administration after red flags “crimes against humanity,” demanding accountability over apologies.
Scale of harm: We cover analyses estimating ~17 million global vaccine deaths as a minimum, with fertility impacts still emerging.
What’s next: She flags chikungunya as the likely follow-on, pointing to recent lab work and synchronized outbreak patterns.
Trump nominated Monarez after withdrawing the nomination of Dr. Dave Weldon, who reportedly failed to secure enough votes because of comments he made suggesting a possible link between autism and vaccines.
Monarez, a biosecurity veteran, was previously deputy director of the Advanced Research Projects Agency for Health (ARPA-H), an agency within HHS created by the Biden administration to accelerate “high-risk, high-reward” biomedical research.
ARPA-H is modeled after the U.S. military’s Defense Advanced Research Projects Agency (DARPA).

Retired pharma R&D executive Sasha Latypova describes for Sarah Westall how DARPA—specifically Colonel Matthew Hepburn—coordinated the COVID-injection campaign in the U.S. Latypova, who highlights a six-minute-long recording of AstraZeneca executives talking about how they were following DARPA's lead, notes that the U.S. DOD agency responsible for the development of new technologies for use by the military had assembled a "consortium" of pharmaceutical companies like AstraZeneca in 2017 with the stated purpose of developing "drugs and vaccines" within 60 days of being given the "code" (i.e. the ostensible genetic sequence) for a novel pathogen. ...
"Then, further on in this recording...they're saying, 'Oh, yeah. And...then we realized that it was all great because, of course, the money from the DOD is very good and convincing.' And then they started working on this for a while, for several years. That was great. You know, DOD gives them grants, no particular deliverables. They get to play science. And then, you know, he said on February 4th [2020], 'We received a phone call from DARPA telling us that COVID has been declared a national security threat.' And this is, I remind you, a full month before a pandemic was announced. And, you know, Trump signed off on Stafford Act declaration for all 50 states and put FEMA in charge for some reason...[as] the lead agency. But here we have DARPA calling [the] pharmaceutical consortium telling them it's a national security threat. Switch your pan influenza [manufacturing] to COVID."
In response to our #FOIA lawsuit against the Defense Intelligence Agency to obtain its latest assessment (with supporting materials) of the origin of the Covid pandemic, DIA says that they can only find a mere 12 pages of relevant records, and they don’t wish to disclose any of it to the public.
We think the public has a right to know where Covid came from, including what the DIA may know about it.
It’s past time for the Trump administration to deliver transparency about the origins of the Covid pandemic.
Publicly, it looked like Pfizer, Moderna, and others were private-sector pharmaceutical efforts under FDA oversight.
But behind that façade, the DoD controlled almost every critical layer of the operation through Operation Warp Speed (OWS).
For context:
Contracts were signed not with Pfizer Inc. or Moderna directly, but largely with intermediary defense contractors like Advanced Technology International (ATI) or MC-2, under Other Transaction Authority (OTA)contracts.
OTAs allow the government to bypass normal regulatory, procurement, and transparency laws — no FOIA access, no competitive bidding, no federal liability in the event of harm.
That means the Pentagon treated the “vaccine” as a military countermeasure, not a conventional pharmaceutical product.
This distinction is everything.
These products were not legally classified as vaccines in the developmental phase — they were prototype countermeasures.
This distinction allowed bypass of traditional toxicology, reproductive, and carcinogenicity studies, because DoD claimed national security urgency.
The clinical “trials” most people think of were demonstrations of rollout feasibility, not standard drug trials. That’s a fundamental deception.
DoD and HHS jointly ran Operation Warp Speed, where:
The DoD oversaw manufacturing, distribution, and logistics through the Defense Logistics Agency (DLA).
BARDA (Biomedical Advanced Research and Development Authority) handled financial disbursement and the civilian interface for appearances.
The FDA acted as regulatory theater — emergency use authorization was preordained, as contracts were signed months before efficacy data even existed.
The first serial production contracts for the mRNA shots were signed as early as July 2020, long before “proof” of success.
Examples of verifiable DoD involvement:
1. Pfizer’s primary COVID-19 vaccine contract was with the DoD, not HHS — using Defense contract code W911QY-20-C-0109 (you can verify this in SAM.gov).
2. Moderna’s main contract likewise listed the U.S. Army Contracting Command as the government client.
3. DoD internal memos frame the vaccine rollout as a classified military logistics operation, with Pfizer and Moderna acting as subcontractors, not independent developers. ...
Once you see that structure clearly, the rest of the pandemic’s contradictions suddenly make sense:
– the lack of liability,
– the rapid global push,
– the censorship of dissent as “disinformation” (a term literally born out of Pentagon psyops).
Operation Warp Speed was a MILITARY OP run by NSA & Pentagon—NOT health experts! Not Moderna. Not Pfizer. Vaccines were built by war contractors!

Trump was at least nominally in charge of the DOD. Trump continues to push the toxxine and brag about operation "Warp Speed" which was actually years in the making.
Trump knew. That's why he has to keep pretending that the toxxine is safe when it is really very dangerous. He doesn't want to get blamed for the mass death that the toxxine is causing.
The DOD had been wanting to try out the toxxine even before Trump got into office, which means mean that Obama knew about it too.
