How can white students be that significantly under-represented as undergraduates ?

Did they reduce the white student population size in order to increase the size of the Hispanic student undergraduate population ? This is because they did not want to significantly reduce the size of the Asian students.

I wonder at Harvard they could not do this because a vast majority of the white applicants were Jewish. So Harvard was forced to discriminate against Asian applicants.

California ironically still has the Prop / Referendum in effect that prohibits UC system from discriminating on race.

UC Berkeley is 42% Asian but only 4% Black.

What CA can do is have seats for underperforming minorities at the lesser schools fewer apply to.
