They can't. What you don't realize is that it's always been this way. They've always manipulated the public. We've never had correct information in news, we have had many many fake documentaries, large portions of our history is false like the reasons for the Civil War in the US, and we accept atrocity propaganda from WWII as "the absolute truth".
The problem was that people didn't realize it, and good luck trying to get somebody to realize it. There were propaganda groups in 2000 on the Internet working professionally to influence opinion and behavior. Comments sections, which used to be everywhere, were filled with them. Ever wonder why if you talked to somebody, and showed they were wrong, they still persisted in their opinion? It's paid.
On the Internet, there's no ego to bruise. In a discussion with a stranger face to face, you can't back down as easily, with a friend, you can't back down as easily because it changes your social status, but on the Internet - who cares? People get angry, and often take it out on the person they are talking with, because they realize they are wrong, and they were duped. They get over it but propagandists never change their mind.
I would say more people are in agreement today with one another, than any other time in my lifetime. You do have libtards, they're the DINOSAURS that still watch television and think CNN is news. They get constant reassurance and consume propaganda all the time, completely unaware it's propaganda.
20 years ago, if I told you "US propagandists are all over the internet" you would have said I was crazy. I bet I can say that to you know and only get a "yep". Obviously it's true now. 20 years ago it was "you're paranoid NOBODY cares what you think! Why would they have propaganda?" They certainly care what people think.
