I believe typically a person would block it the second it offended them. I don't like notifications on my phone, and I entirely resent unsolicited messages.

You could make something called meme wars, where people are only allowed to communicate through cartoons and pictures, allow a voting system - throw some ads inbetween.

Anyone care to send my mother inlaw a meme or 2 for me?
