You may want to pick a better hero. From your reference:

In 1997, the Docheff family planned to expand their business to include a concrete batch plant and were buying up the land around their current lot, hoping to lease the remaining 23 parcels to small manufacturers.[1] They were informed by the town planning commission that they needed a "Planned Development Overlay District" permit to construct the plant as part of their Mountain Park Concrete development.[1] The commission also suggested that the Docheff family ask if they could purchase Heemeyer's plot to keep the plant away from the hotels and businesses on route 40.[8]

Heemeyer asked for $250,000 for his property, but later claimed he'd had the lot reappraised and asked for an additional $125,000. The Docheffs managed to collect $350,000, but according to Susan Docheff, Heemeyer again upped his asking price, claiming he'd again had the property appraised at a higher value, this time asking for $450,000.[1][8] This negotiation happened before the rezoning proposal had a public hearing at town hall.[5]


Sounds like your hero was taking advantage of Docheff by continually raising the price of property that the city was forcing Docheff to buy,

And what a great results he acheived: demolished some insured property and died, removing himself as an obstacle to their plans. Basically lashed out like a gorilla and got shot by zookepers. Where's the win in that?

Too bad Heemeyer did not have a non profit legal group helping him, like a property rights group. They could have helped him drag this out in the legal system to get him in a better position dealing with the zoning board.
