He's smiling because he is successfully creating ever increasing amounts of suffering and political/legislative absurdity on Californians for his CCP masters, has turned California into a money laundering paradise, and has gotten away with participating in the DEW/HAARP burning eminent domains on four major California communities. He has also deployed election fraud as a routine appliance to keep the raging voters at bay.
