Hell in IL it's county by county. I don't have to get an emissions tests in my county, but I'm literally 1.5 miles away from where everyone in the neighboring county has to get it done annually. Agree with arsonists, but I think it's just wind that's fueling it. Put a leaf blower on a fire. I use it to start my fires. Sure someone has to start it or some device, but I just think it's shitty management on many levels and failure of prevention by homeowners.

I could fireproof my house inside and out for $30k. It would never burn. It's not complicated.
