I read the two orders issued by USDOT Secretary Duffy on his first day on the job yesterday, and the most concerning part to me as it relates to FRA-funded passenger rail development efforts (particularly the Corridor ID Program, which funds most of the projects I currently work on) is that it seems one of the administration's policy priorities is not to fund any projects that don't show a benefit:cost ratio (BCR) of greater than 1 (having estimated monetized benefits that exceed estimated costs) using a traditional benefit-cost analysis (BCA).

To add to this, the administration likely won't allow climate or emissions reduction or racial equity benefits to be considered in the BCA. Passenger rail projects rarely show a BCR of greater than 1 using a traditional BCA, because the vast majority of the benefits they produce accrue to the local economies of the communities they serve, result from taking cars off the road, or are otherwise difficult or impossible to capture in a traditional BCA. Under Biden, FRA was working on guidance that would have replaced the traditional BCA with broader 'economic impact analysis' for passenger rail projects - an effort I strongly support. I'm afraid that effort now won't come to fruition.

So even if this administration keeps all of FRA's grant programs in place, if they strictly apply this new BCA standard while ignoring climate/emissions and equity benefits, hardly any passenger rail projects will be able to get funding for implementation. I hope I'm wrong.

(Also worth noting that all the 'anti-woke' nonsense in these orders may spell the end of USDOT efforts focused on racial and gender equity and justice. Ugh.)
