Refuel with what?
These aren't diesel subs.
US subs use a special enriched form of uranium that gets refueled in the US, under tightly controlled/secure conditions.
This whole thing smells like bullshit.
EDIT: Perhaps they take some diesel/gasoline to power the ICE engines of their Zodiac dinghies?
