The SCOTUS decisions tend to be more narrow than the presumptive alarmists trumpet out the gates. It does seem that Trump can demand proof of service contract rendered before paying, but not deny legitimate payment. A contracted debt has to be paid, but a contracted debt also has to be proven and performance assessed before disbursement. If there was no explicit contract to begin with, then it becomes legal limbo again that becomes discretionary?

Decision may ironically license Trump to be more invasive into the NGO affairs, maybe another switcheroo. It may be that money is held back in a kind of bond until performance is assessed rather than just an endorsement of throwing money into the dirty tricks black hole.

Possibly there could more exposure as a result, breaking open the Intel Shrodinger's black box of spending graft? Guess we'll find out.
