They are not paying differently by purchase dates. They are paying differently because of purchase price. Because that is how property taxes are assessed in California and everyone is aware of that going in.

BTW. Texas just passed a very limited version thereof for seniors. Obviously a smart move in order to avoid a full Prop 13 like taxpayer revolt.

There's nothing immoral about the law. In fact, it came about as a reaction to soaring property taxes in the inflationary 70s which are similar to what is happening today.
