MINNEAPOLIS – A Minnesota man who faces terrorism-related charges once boasted that he was capable of building rockets that could threaten planes landing at Minneapolis-St. Paul International Airport, and also once worked at the airport as a baggage handler, an FBI agent testified Tuesday.FBI Special Agent Daniel Higgins spoke at a hearing for Abdirizak Mohamed Warsame, 20, of Eagan. Warsame was the 10th young man from Minnesota's Somali community to be charged since April with terrorism-related counts accusing them of plotting to travel to Syria to join the Islamic State group. He was arrested and charged Dec. 9 with one count of conspiracy to provide material support to a foreign terrorist organization and one count of providing such support.
U.S. Magistrate Judge Becky Thorson ruled there was probable cause to support the charges, and that Warsame should not be released because he's a flight risk and danger to the community. The case now goes to a grand jury where prosecutors will seek an indictment so they can proceed to trial.
Three of the other defendants have pleaded guilty, while five are scheduled to go on trial in May. The FBI says one is in Syria.
Higgins' testimony added details that weren't in the criminal complaint against Warsame, which included an affidavit from another FBI agent, Vadym Vinetsky, who wrote that Warsame was appointed "emir," or leader of the local group, by Guled Ali Omar, who was planning to leave for Syria but was thwarted and is now among those awaiting trial.
Assistant U.S. Attorney Andrew Winter told the court Warsame's time as emir was brief, but it showed his leadership role in the alleged conspiracy, helping one defendant with money for an expedited passport and helping another alleged co-conspirator make contact with Islamic State facilitators in Turkey

The second-generation of migrants who have grown up in Finland were found to have a rate of social and economic exclusion and income support 6-8 times higher than native-born Finnish young adults, despite having received basic education in Finland. A total of 49 and 50 percent of 22-year-old Iraqi and Somali migrants were income support recipients, as opposed to only 11 percent of their Finnish peers, the report found.
Admittedly, the authors didn't account for all possible fiscal effects in their study. Had those "missing" items been recognised as well, they argued, the effects would have been even more negative, the study said. Some of these may include lower contribution for old age pensions, indirect integration costs, and higher health services costs due to factors such as translation needs.
From the Finnish public finance point of view, the authors concluded, no new migbrants should be welcomed to Finland when expected life-cycle effects are negative.
"The conclusion of the study is that from the standpoint of the public finances of Finland it is not beneficial to take any migrants born in Iraq or Somalia", the report said. "The same conclusion holds for whichever way the results are broken down: by age, by years of education, the age when the migrant arrives in Finland or their employment status.

DFL leaders are condemning those responsible for a melee that erupted during a convention for Minneapolis City Council candidates Saturday, causing the event to end unceremoniously in a frantic scene and with no candidate endorsement.
Minneapolis police spokesman Brian Feintech said officers responded to the convention at Ella Baker Global Studies & Humanities Magnet School to find a large group of people dispersing. Police made no arrests Saturday, but the officers heard several reports of injuries and fights. At least one person was taken to HCMC by paramedics for non-life-threatening injuries, and another was treated at the scene, Feintech said.
Video posted to Twitter by John Edwards, who blogs about Minneapolis politics as Wedge Live, shows the chaos break out at the Ward 10 endorsing convention after supporters of Minneapolis Council Member Aisha Chughtai took the stage. Supporters for Chughtai's challenger, Nasri Warsame, shouted and jeered in the gymnasium, and a man waving a Warsame sign jumped on the stage. More people in Warsame shirts followed and continued to shout, slam on tables and wave signs, disrupting the convention proceedings.
"This is embarrassing!" convention chair Sam Doten shouted, finally adjourning after pleading futilely for order. "We are shutting this down!" he said. "This is no longer safe!"
In a Facebook post afterward, Warsame said his campaign manager "has been assaulted by one of the other campaign staff member, and he's now being transported to hospital by an ambulance."
"The convention was shut down due to turmoil, and all the people were instructed to exit the building," Warsame wrote. "No endorsement at this point, but more questions to ask regarding the process."
Chughtai also released a statement, casting blame on Warsame's campaign for leading his delegates onto the stage and "assaulting me and my supporters as I was about to begin my convention speech." Chughtai said more than a dozen of her supporters were "physically assaulted," along with a photographer documenting the convention, and more were bullied and harassed as "an attempt to scare us."
