El Salvador already has this policy in CECOT.

Prisoners are served rice and beans, pasta, or hard-boiled eggs, and they're never provided with any meat.

They're also required to eat with their hands since, like American prisoners, they can't be trusted with silverware.

I agree. A Chicken Sandwich would be a Sunday meal for well behaved prisoners; Turkey or Ham or Meat a Christmas Treat only for well-behaved Prisoners

Rice and beans is hardly a punishment if what I heard from a missionary is true, Locals have "Rice and beans, 3 times a day."
