Interesting idea but its not discrimination in this country unless based on gender, race/ethnicity if your a minority, or u have a physical or mental handicap. I guess renters could be considered a minority.... But thats a long shot and a lawyer would probably laugh at you.
In the same way, you cannot actively discriminate between owners and renters.
It's not discrimination. Any renter can become an owner.

So, you’re saying a gay person should become straight in order to get married?
Huh? No--I'm saying a gay person can't become straight. That's why they have a discrimination case.
But really--can't you see how ridiculous this idea is? Could I sue the government if I didn't have kids? Taxpayers with kids get a break, after all...
this is not about protesting tax breaks like morgage interest rates deduction ..
This is about,
- oh you lost your job
- here is more money to cover mortgage payment
- in addition to unemployment insurance
how about renters get a break,
- here is additional money for your rent, b/c you lost your job
I know, crazy.. but why not :-)
Another easy answer. The point is to bail out the banks by preventing another forclosure.
Easy answer. Most renters are not voters…

Interesting. I rent and I've voted in every election since I've been eligible to vote. And I know others in my building who are extremely politically active.
In our Aristocratic Oligarchy money, and only money, talks. If you have an asset you get welfare, like the corporations get. If you're dirt poor or have no assets you're considered a deadbeat and we make it extremely difficult for you to get any benefits.

Unfortunatly you are in the minority on the voting. When I was in apartments, most people in my building didn't care about voting more about the next party.
You want to see a voting turn out? Put a proposition out to end Prop 13.

For never-ending programs to 'job less home owners'... how about 'job less renters' ?I am sure some class-action-lawyer can find the logic on 'discriminating based on type of dwelling' .
