Many cities may claim to allow ADUs in their code, but in fact, their regulations prevent citizens from actually building them.In San Francisco’s case, there are ‘discretionary reviews’ and other zoning measures in place that make ADU development nearly impossible. Prohibitionist regulations however, have not prevented the development of secondary units. They have simply forced these secondary unitsundergound (figuratively and literally), which isn’t necessarilygood thing for homeowners or tenants, norfor the City itself.
