Could be a gimmick to inflate, enhance and augment property values.
Marijuana added as much as 10% to Colorado home prices. Ft. Collins must be looking for an extra edge.

They can't go topless unless they agree to go bottomless, too.
Seems to be mostly about breastfeeding in public. Maybe there should be a requirement that they offer their spare tit to a homeless person as an act of charitable nutrition.
There should also be a fine for hairy female nipples.
The women that go topless anywhere I've been almost always shouldn't. Germans are the worst offenders.

FORT COLLINS, Colo. (CBS4)– The City of Fort Collins wants to know what you think about women going topless and whether it should be allowed in city limits.
Fort Collins City Council is considering potential changes to the current public nudity ordinance that would allow women to be topless in public after the issue was brought to their attention by a group of citizens.
On Oct. 20 the council will consider two potential updates to the ordinance that include maintaining the current policy that does not allow for women to be topless in public but adds an exception for breastfeeding mothers or allows for women to be topless in public.
Both options continue to prohibit any nudity from the waist down by any person over the age of 10. There is also an exception for medical emergencies and changing areas.
Citizens are invited to respond to a brief online poll and share their opinions on the proposed changes to the ordinance at fcgov.com/nudityordinance. The poll will be open through Oct. 12.
