This is a USA thing...
We are a nation divided, we suspect perpetrators to be carrying, our diversity reduces civic participation, our over abundance of lawyers makes us fearful of lawsuits. And thus we film from a safe distance.
One place where I don’t see this is Eastern Europe. People still intervene when women and the elderly are being exploited in public, youth give up their bus seat to elderly, etc... But there aren’t the amount of lawyers ready to take cases, there isn’t the amount of diversity (people look the same and practice the same religion), and there are few civilian guns. Therefore people there put down their phones and step in for the greater good of society.

I don’t think so. It’s a generational thing I think. Most likely due to the rise of the single mom in the 90’s.
