ISI, aka Al Qaeda in Iraq, was getting its ass kicked in 2007-2008 after the Troop Surge, losing their hold even on Sunni majority areas.
In 2011, Abu Bakr Al-Baghdadi took over. Obama's massive drawdown allowed ISI to take over huge swaths of Iraq, and partially thanks to Obama's pressure on the Assad regime and the ensuing protests, was able to unite with Sunni Fundamentalists Al-Nusra in Syria... and ISIS/ISIL was born.
ISIS spread like wildfire until the Russians intervened, after years of useless "3rd Way" forces armed and trained in Jordan by Obama's Regime. Obama's pre 2014-2015 policy was to pre-warn ISIL/ISIS oil shipments of inbound raids, and he refused to allow Forward Air Controllers. Only after Russians began bombing "fer reals" without giving a shit about collateral damage, did Obama finally give the USAF permission to tear into ISIS.

There’s no way to convince me or anyone else who’s been paying attention that SA is allied with Israel.
Also there’s no reason to think that we need to get rid of Assad
