California promotes open borders. When people are able to come from all places on earth, people will only stop coming when California is a worse place to live than any other place on earth. "Fixing" housing will just induce more immigration until, again, California's housing is so bad nobody from anywhere wants to move here.

Want to drastically improve the housing situation of California? Send all non-citizens home. Create an artificial hurdle for the billion people whose living situation is worse than being homeless in California.
