I would have commented on this earlier, but I had to stop giggling first.
I think the people taking the poll must have been thinking of our current mayor, as well as the two previous mayors:
Anyway, what I have noticed is that in the nicer parts of town, the people are on average way more attractive then normal. In the crappy parts of town, way less than average. I suspect that this is mostly due to above average obesity among blacks, but there could be other reasons as well. I also suspect that I described pretty much every major US city. The same survey voted Atlanta as #1, which is really no different from Baltimore in with respect to demographics and relative attractiveness.
Another odd thing about the article is the lack of comments on article website.

Turns out, America thinks Baltimoreans aren’t the prettiest people. Baltimore, Maryland was ranked the least attractive city.
