Somehow I expect that if insurance was the proposal for solving the problem of rapists, people would be quite upset.
Here's how to solve the problem of criminal cops and protect law-abiding cops from being shot by vigilantes.
1. Body cameras for all cops whenever they are on duty, or carrying their badges, or carrying their gun.
2. Body cameras are monitored by the public including by prisoners, who have a lot a free time and the incentive to catch bad cops.
3. Independent investigators, prosecutors, judges, and court system for trying only cops to avoid the conflicts of interest the current court system has.
4. Imprisonment as a punishment, not paid leave.
5. Fines, restitution, and costs imposed directly on the cops. If they cannot pay, pay is garnished from other police starting at the district and moving outward. This is the insurance and the incentive for other cops not to tolerate bad cops.
6. Covering up a police crime or hindering an investigation is prosecuted as obstruction of justice like it would be for anyone else.
Do these things and...
1. Criminal cops will be a thing of the past.
2. Far fewer people will be wrongly murdered by cops.
3. Vigilantes will have no reason to murder random cops.
4. The public's trust in police will be restored.
5. Taxpayer's money will not be wasted on settlements for the actions of criminal cops.
Finally, there is no downside to the above plan for the public or for law-abiding police. Of course, law-abiding police, by definition, arrest other police immediately upon witnessing them committing a crime. Cops that stand around armed preventing the public from stopping a crime committed by another cop are, by definition, abetting that crime and thus are not law-abiding. Such criminals deserve no respect.

Chicago has some of the strictest gun laws in the country. What happens when the good guys who follow the law can't own guns, but the bad guys, who never follow the law can? Also, Chicago is still fully engaged in the War on Us. Black markets always drive violence, but apparently that's better than letting crackheads OD of their own volition.
