Exactly how are they being tricked? Like I said this will be the standard of every state. If you want a real I'd you will have to take documents to that states DMV. This is a federal requirement it's not only California that must comply.

If you get renewal notice as usual, and renew by mail as you did many times before, you'll now get an inferior "illegal-type" DL instead of the standard one. This is how.
