Here's one question, does California track who is a resident for local voting purposes vs. Federal voting purposes, or do they all get the same ballot "on the honor system".
California does track the residence of voters and confirming your address is part of receiving your ballot. Potential jurors are selected from driver's license rolls also. My wife received a jury summons before she passed her citizenship and had to decline because she was not a citizen. Probably some of those people are just to lazy to serve on a jury and check the non-citizen box eve though they are citizens. Don't conflate these things together.
