There are many ways healthcare.gov does indeed mine for client data. I could get into it if you want, but this goog thing is completely unknown to me

You can't pay your garbage bill in the Bay Area either, unless you give all of that information to Google. Try going to http://www.recology.com with Google blocked.

Google grabs this information by getting websites to be dependent on Google for services like Captchas, or by getting websites to include Google Analytics javascript links. Once a site has included a javascript link from Google, then it's game over. That javascript can read everything on the page and report it back to Google.
There really ought to be a law prohibiting Google from spying on essential services, especially government services, but don't bet on it. Google is one of the
biggest bribers of congressmenlobbyists in DC, to you can be pretty damn sure they will continue to collect all your personal information and use it however they please.
