Homeless people are there for one of two reasons. Mental illness and substance issues, mostly both. You can't give a homeless person a roof and expect you fixed them. The underlying issues of how and why they got homeless will always be there.

I don't consider folks down on their luck sleeping on a park bench until they get their first paycheck as "Homeless".
Homeless people haven't had a paycheck in years, and don't have any plans of ever getting one. Their main goals are to chase their addiction at any means necessary.
