No, that's not what they would do. Federal money would pour into California and other populous states, and the rest would get nothing. The Federal government would just bribe the states, and if they want to keep the money coming, well, "vote for me again, or else".

Tom Emmer is actually denying that we have a Constitutional Representative Republic that is based upon the rule of law.

What he is really proposing is Democracy; two wolves and one lamb voting on what's for dinner.

Benjamin Franklin once said:

"When the people find that they can vote themselves money, that will herald the end of the republic. Sell not liberty to purchase power."

In reality, we have long ago passed over that threshold. But what Emmer is proposing takes that to the next level.

I'll never forget what my married niece, who was a married renter at the time, said to me, because my wife & I owned income properties:

"How is it fair that you own what you do and we don't even own one home?" Of course missing from her warped understanding was the sacrifice and hard work that led up to our financial position. Unfortunately, she represents the attitude of an awful lot of people today ... and ... they would express that attitude in droves if and when they pass National Popular Vote.
