They don't like the shelters, because they cannot inject drugs there. They were right in the center of town, mostly. The Civic Center with its huge government buildings was also the center of the Zombie Apocalypse, though the Tenderloin area nearby was also swarming with homeless.

Yeah but many of those are extremely disorganized or even mentally unstable and they would never be able to have such a high voter turnout without demonrats actively harvesting their votes in illegal schemes.

There's a reason why they ignore all the data from California's Housing First initiative. It hasn't solved anything and only created more drug addicted homeless people. The politicians make money by getting cuts from developers AND having their hands in the budgets.
