Basically it's a burn and churn outfit. Other comments confirm it. They hire alot, wear them down, fire them the moment they start burning out, and hire all new. Also, if you look at any crime stats, Haitian neighborhoods aren't exactly low crime. Plenty of drug/alcohol related issues, nevermind violence. And certainly higher than "White Rustbelt" neighborhoods.
