First I wonder what does one do with this money? If you get too much it, it turns into the "Brewster Millions" scenario. How can he possibly spend hundreds of millions for a huge party on the Patio? A party where there's no band or DJ's, no snacks on a platter, no open buffet, there wont be any Master chefs grilling up steaks. It's a total BYO affair, as every attendee will be leaving with only the items they brought.

So what does this money do?

Is Trump allowed to put it in a war chest to use of his choosing? Does it all have to be spent now? What is he supposed to do with the remaining balance he doesn't spend?

Seems to me like some kind of set up that will be used later to trap Trump in another process crime. They will claim he became President just to loot the inauguration process, somehow.

It doesn't seem nor feel natural what they are all doing. It just reeks of a set up. And this is exactly how Mueller scenarios get started. We're at the Flynn meeting in 2017 with the FBI set up. The Clinton paid dossier is in the works. It's how they roll.
