And yet California population from the 1980's to now, is what about double?
I think there is something missing from this perspective.
Maybe all this "exodus" is, is some of the native kids get itchy feet and want to see if the grass is greener.

Another article gave a number to the growth of the population in California which Vicente suggests. I don't remember it, but it is substantial.
Several of the items that appear to be criticism can also be seen as investements for the future. The train, the alternative energy sources perhaps suggest the insightfulness and leadership of California. There seems to be more awareness here that aspects of the world will get pretty terrible unless we do something.
On the otherhand, shortsightedness seems more common and popular. The country continues to vote for sending hundreds of thousands of kids to fight for petroleum energy in other countries.
