That's not 74...that's 74 percent

So people that think they own their house cannot sell it because they do not own it.
Banks cannot foreclose because they do not own it..
Meanwhile localities have no clue who is paying property taxes..
1998 was almost 14 years ago..this is going to take quite a bit longer to address..
