Makes perfect sense. Whenever and wherever children are unlikely to make it to adulthood, parents have many children as insurance for their genes. The greater the survival of children, the fewer that are produced. This was also true of white people in the 1800s when they would have five or six children expecting half to die before adulthood.
It's an evolutionary defense strategy.
