Bad owner, that cat wouldn't learn to do this, if it had available water. They aren't filling up the water dish, or they aren't cleaning it.

I used to put my dog's dishes through the dishwasher once a week. You might thinking this is disgusting, but they came out clean.

Yeah my Husky Shepard mix wont touch his water bowl after it's sat for half a day, and wont drink out of it, until I empty it, clean it and put in fresh water. He demands it twice a day. But then he will drink out of any random dank puddle water he finds when he's out on walks, or any standing water in the yard, even if green algae is growing in it.

Huskies are stubborn. I've had a few I fostered for. They like to play, but about as affectionate as a feral cat, but much less claws and teeth.

He's an asshole doggie. I have a 2400 sqft house in a horse shoe shape. One side of the house the door doesn't latch. We have to set the hook latch, or he likes to bust the door open. The door stays open and humidity swamps the AC, he leaps over the fence and goes roaming around the neighborhood.
Sometimes when I'm going out of the side that does latch, I'll ask Rodger to come outside while I'm at the door and he'll act he's not interested if he knows the other side isn't latched. Then after a minute he comes busting out of the other side with this panting laugh he likes to do, leaving the door wide open. If I go latch the door first because I suspect he might do that, then he wants to go outside when I exit the other door.

I had a simple rule with my dogs, I accommodated them.

If they got into the garbage, it's because I left it out for them to get to. What I'd recommend is have a spring on your door so it will pull itself shut.

Dogs are too goofy and good natured to be mad at or to get frustrated with.
