Russians don't adopt there own kids! That's the issue here and the Russian know it.
Well, if there were not so many extraordinary cases of abuse, they would not have had to take these steps...
There should be better screening of all people waiting to adopt. Nationally and internationally
The problem situations may be due to differences in parent screening.
Maybe Russia needs to tighten it's screening procedures rather than shut out potential child placements.
