Even if that's not an option, cargo holds aren't airtight. An altimeter relying only on air pressure will do the job.

The solution, of course, is to scrutinize every airmail package and every freight container shipped to any of our seaports with the same vigor the government scrutinizes people. Of course, our government agents don't want to do that. One, it's hard work. Two, it costs money. Three, there are no pretty girls to grope.
