Why use a laser when there is a whole world of cheap, ultra reliable, high rate of speed, and proven lethal projectile weapons already available?
You're right, I'm over-thinking it. A couple of these should be adequate to subdue and retrieve a pair of door-to-door

Well, actually, it's kind of reserve for other uses. It gets lonely in the cannibal anarchy. Hard to find a mate that won't eat you.

I used to think that a phased plasma rifle in the 40W range would be a bit underpowered, but if this is a mere 2W laser, maybe you could do a lot of damage with 40W of directed energy.
