A lot of this is investor + all-cash action. Oakland still has some worthwhile investment properties, and when I looked at the stats earlier this year, it had the lowest DOM in the country due to a lot of cash closings.
I believe the story you'll get from realtors is probably overflow from SF being so expensive (even though that's a non-obvious perpetual truism) and hipster blah-blah, but I'm not buying it. My friends who want to live in Oakland live in Oakland, and my friends who want to live in SF live in SF. If they really want to save money, they'll live somewhere else.
